The difference in spec between trailer tongue weight and cargo weight has everything to do with how far away from the actual hitch the load is applied. Tongue weight is at a known distance from the hitch and usually quite close to it. Cargo weight location can vary wildly.
The spec on the hitch is actually a torque (on the hitch) spec, not a straight weight spec. I slightly heavier bike rack that is closer to the hitch may actually apply less torque than a lighter weight rack further away.
Study the manual where it says “The hitch receiver is designed to support vertical loads of up to 120 lbs (54 kg) when the load is cantilevered rearward within 24 inches (63 cm) of the hitch receiver, such as when carrying bikes on an accessory rack.”
What you’re referring to is tongue weight. On a typical truck tongue weight is 10% of max towing capacity. If a Truck can tow 6500lbs tongue weight is usually around 650lbs. You can call that the industry norm for light trucks but the cyber truck has a very low tongue weight IIRC something like 130-150lbs. Don’t quote me on that but it’s a really low number relative to its 11,000 lb towing capacity. Should be around 1100 lbs.
